People often ask "why isn't the Pope just dictating to the American bishops what they should do and say and removing those he doesn't like?"

The answer is that often he cannot ask in such haste for a myriad of reasons. There is a historical parallel for this: the Spanish church acted unilaterally (for the most part) during the Inquisition.
