From Tocqueville's correspondence on the revolutions, quoted in Bertrand de Jouvenel's On Power

"The old localized authorities disappear without either revival or replacement, and everywhere the central government succeeds them in the direction of affairs. The whole of Germany, even the whole of Europe, presents in this respect the same picture. Everywhere men are leaving behind the liberty of the Middle Ages, not to enter in a modern brand of liberty but to return to the ancient despotism; for centralization is nothing else than an up-to-date version of the administration seen in the Roman Empire."​

That is somewhat by etymology -- 'despota' is simply the Greek form of address for a Lord or Bishop, i.e. , a Roman magistrate of one dignity or another. One cannot return to Despotism without returning to Rome, except by imprecise analogy.
